CAMPUS WALK CONDOMINIUMS
HOMEOWNERS ASSOCIATION |
These Rules and
Regulations are applied equitably to all units in order to protect the property
values and to ensure quiet enjoyment for everyone who lives at Campus Walk
Condominiums. Owners have the
ultimate responsibility to insure that all occupants of their unit(s) receive a
copy of the most current Rules and Regulations.
Please note that violations of these Rules and Regulations can result in one or
more actions by the Board. For example,
the Board may act to recover damages, suspend voting rights, impose fines, and,
in the case of leased units, the owner could be required to evict the offender.
Any continuing breach or failure to evict could result in additional penalties
and fines.
Under the Declaration of Condominium and Bylaws of the association, the Board
is obligated to create, publish and enforce the Rules and Regulations. Neither
of the above documents requires the Board to provide warning notices prior to
issuing a notice of hearing. The Board of Directors for Campus Walk may
make changes to the rules and regulations as necessary.
Violation of rules and regulations may result in a fine of $100.00 (or as
permitted by law) per occurrence or per day.

A. MOTOR VEHICLES, PARKING |
1. Parking: There is only one parking
space available for each bedroom. There
will be a $75.00 charge for issuing a replacement permit due to loss or theft.
2. Parking
Tags: must
be visibly displayed from the front windshield on the rear view mirror
only. Motorcycles must display tag in a
highly visible location.
3. Illegally Parked Vehicles: Vehicles must be properly
parked in marked spaces only. No double parking is allowed. Vehicles parked on the grass, sidewalks, fire
lanes, curbs, in spaces designated to other units, in any otherwise designated
space such as “Handicap” or “Service” parking space, in front of the dumpsters
or other yellow-lined areas or in such a manner as to block access to mail
boxes are prohibited and are subject to ticketing and/or towing at the owner’s
expense. Towed Vehicles may be claimed at Art’s Towing
4. Motorcycles, Mopeds, Scooters: must be parked in standard
parking spaces and their owners are responsible for ensuring that the kickstand
does not damage the pavement. Motorcycles parked on the grass, sidewalks, fire
lanes, in front of the dumpsters, in the breezeways or other yellow-lined areas
are subject to being towed at the owner’s expense.
5. Condition of Vehicles: All vehicles on the property
must be currently tagged, inspected and operational. Mufflers must be fully
operational. Excessive mud on vehicles is to be washed off before entering the
property. No vehicle with body damage containing sharp edges, flat tires, or
broken windshields are permitted. Vehicles dripping oil, gas, etc., on the
parking areas are prohibited. Damages to
parking spaces will be the responsibility of the vehicle owner.
6. Speed Limit: Vehicles shall not exceed 10
7. Washing & Repair: Washing, maintenance (oil
changing, etc.) or repair of vehicles in Campus Walk is prohibited.
8. Type of Vehicle Allowed on Property: Boats, boat trailers,
campers, RV’s, travel trailers or trucks larger than ½ ton pickups, and any
vehicle displaying lettering or signage advertising a company or enterprise,
are prohibited from being parked in Campus Walk.

B.
TRASH, GARBAGE |
1. Trash/Garbage Shall Be Bagged: All trash and garbage shall
be bagged, tied and securely contained in plastic bags and placed in the trash
bins. Owners are subject to fines up to
$100.00 each occurrence, or the cost of removal, whichever is greater.
2. Trash/Garbage In Common Areas/Elements: Trash and garbage shall not
be left in the Common Areas/Elements, in the stairwells of the buildings,
outside of the unit at the doors, on patios, balconies or decks. Garbage
will not be tolerated at anytime. Owners
are subject to fines up to $100.00 each occurrence. Management will use its
discretion as whether or not to remove the property.
3. Disposal of Large Items: Each owner or tenant is responsible for
arranging for removal of furniture, metal, and items too big for the trash bins
from the community. Owners are subject to fines up to $100.00 each occurrence
plus the expense of removing items.
4. Litter: Everyone has the responsibility for keeping
the grounds clean and neat, especially around the entry to your unit. Place all
litter in the trash dumpsters provided. Unit owners and occupants are jointly
and severally responsible for preventing cigarette butts and other debris from
accumulating on the grounds, especially near buildings, unit entrances and
patio/balcony areas. Please cooperate with your neighbors and do not allow
occupants or guests to litter the grounds. Cigarette butts, cans, bottles and
etc. are all considered litter. Units found to be in violation may be assessed
as indicated above, plus may be charged the cost of removal.

C.
WINDOWS, DOORS |
1. Windows: All window shades, blinds, drapery linings and other window treatments
visible from the exterior of a unit on any window or door shall be white or
off-white. Foil, film, cardboard, towels, sheets or similar material are
prohibited.
2. Window Screens: Screens for windows shall be kept in good condition. Failure to
promptly replace torn window screens may result in Campus Walk Association
replacing the torn screen(s), and such cost will be added to, and become an
assessment against, the unit and the unit owner. Torn screens are to be
repaired or replaced by the owner.
Missing screens are to be replaced by the owner. Campus Walk Association will replace and
charge owners on a case-by-case basis.

D.
RESIDENT ACTIVITIES |
1.Children in
Common Areas/Elements: Children under the age of 12 shall not play or gather unattended in
the common areas/elements unless supervised by someone 18 years or older.
Children play at there own risk.
2. Business
Operations:
Operating a business from Campus Walk is prohibited.
3. Parking Lot
Use: The
parking lots within the community are supplied for the express purpose of
parking automobiles. They are not to be used for any other activity such as
playing sports, throwing balls, riding bicycles and etc. Parking lots are not a
safe place for this type of activity. If you live within Campus Walk, and have
children residing within your unit, you are responsible for their safety.

E. COMMON AREAS,
BREEZEWAYS BALCONIES, PATIOS |

1.
Articles in Breezeways: Articles found stored, placed or left in the breezeways, in stairwells,
or on the lawn near unit doors or patios will be deemed litter and the unit
owner may be assessed as indicated above. Campus Walk will use its discretion
as to whether or not to remove such property and charge the unit owner a
reasonable cost for the removal. Minimum charge for removal will be $25.00.
2. Alterations: No alteration or addition to any part of the common
areas, breezeway or grounds is permitted.
3. Satellite Dish Antennae: No satellite dish shall be permanently
mounted in any manner to any exterior part of any building, roof, sidewalls,
decks or patios. No mounting holes are to be made in any building, roof, side
walls, decks or patios to secure the dish. Satellite dish antenna are allowed
only within individual units or the limited common areas, but may not encroach
in any way on the common areas.
5. Cables: No cables for television service, computer service, antennas,
or satellite dishes may be strung on the exterior of any building, or to
penetrate any siding.
6. Alterations: No alteration or addition to any part of the common
areas is permitted.
7. Balconies and Patios: Each owner/tenant is responsible for keeping
balconies and patio areas clean and free of trash and debris. Under no
circumstances should anything (bottles, cans, cigarette butts and etc.) be
thrown or dropped from patios, windows or balconies at any time. Only furniture
suitable for outdoors may be used on balconies and patios. Clotheslines and
items hung anyplace outside of a unit is prohibited. This includes banners,
flags and signs. Owners are subject to fines up to $100.00 each occurrence.
8.
Enclosed Patio Landscaping: The unit owner must suitably maintain enclosed patio landscaping.
Violators can be fined and the Board may arrange for maintenance and then
assess the owner for the expense of such maintenance.
9. Unenclosed Patio: Unenclosed patios must be kept so as not to prevent
mowing crews from cutting grass or tending beds and shrubs.
10. Bicycles: Serviceable bicycles may be stored neatly on patio/balconies.
Broken bikes may be removed from the property by the association. Bicycles may
not be hung from balconies, locked to stair rails, or parked on sidewalks. Bicycle racks are provided in the breezeways.
11.
Signs: Only

12. Beer Kegs: Beer kegs are not allowed outside of the unit. Empty kegs
may not be permanently or temporarily stored on balconies or patios.
13. Grills: Grills, propane tanks, charcoal and lighter fluid ere
prohibited for storage on balconies.
Grilling of any type is not permitted anywhere on the property,
whether gas, charcoal or electric.
Violations of this paragraph will subject owners or tenants to citation
under Section 504.8 of the North Carolina State Fire Code. In addition to all penalties applicable to
violations of these rules and regulations owners are subject to fines up to
$100.00 each occurrence.

G. QUIET ENJOYMENT |
1. Noise: Keep the volume of your TV, stereo, etc. at a
reasonable level. Noise audible from outside the unit is prohibited. City Noise
Ordinances prohibit excessive noise both day and night and provide for Police
fines. If a neighbor disturbs you, first contact your neighbor at your
discretion. Next, if needed, call 311 for a police officer to respond.
2. Disturbances: Any disturbance requiring police response is
prohibited. The Board may impose assessments and require lease termination.
3. Parties: Gatherings are limited to 10 people anywhere in Campus Walk.
Gatherings are not permitted in the parking lots or common areas.
4. Alcohol Beverages and/or Drugs: Violation of the

H.
PETS |
1. Leash: Pets must be on a leash and attended while outside the unit, and the
person supervising the pet must be continuously outside with the pet. Pets
cannot be tethered outside or left unattended on patios, decks or balconies
whether enclosed or unenclosed. After the third violation for a tethered or
unattended pet, the pet owner may be required to remove the pet
permanently.
2. Care: Any pet causing personal injury or property damage of any kind may, at
Campus Walk’s sole discretion, be removed from the property immediately and
permanently. Specific areas have been designated where pets may be walked for
elimination purposes. Pet elimination in an unauthorized area is considered a
serious violation and fines may be assessed accordingly. If your pet has an
accident, use a “pooper-scooper” to remove the waste from the landscape. Kitty
litter must be disposed of in plastic trash bags along with the household
trash. Barking dogs are a nuisance and are prohibited. No more than two (2)
pets are permitted to be kept within a unit without prior written approval by
the Campus Walk Board of Director’s. Cat litter boxes may not be placed on patios
or balconies. Pets are not allowed to
eliminate waste on patios or balconies.

I. OTHER |
1.
Owners/Occupant Responsibilities: Owners and occupants are responsible for their own
actions and for the actions of their tenants and/or guests. Any violation by an
owner, his tenant or guest places the owner in violation of the Declaration of
Condominium and these Rules and Regulations. The owner may be subject to
penalties and fines up to $100.00 per violation. Owners of rental units may be
required to have repeat offenders evicted.
2. Verbal Abuse: In the event the owner, an occupant or guest should
verbally abuse any Association vendor or representative when vendor or
representative is verbally requesting compliance with these rules and
regulations, the owner may be assessed per incident. If the parties involved
are guests, they may be asked to vacate the premises. Owners of rental units
may be required to have repeat offenders evicted.
3. Fines/Assessments: After notification and the opportunity to be
heard, the Board may, through its designated representatives, levy reasonable
assessments not to exceed $100.00 per occurrence or as prescribed in these
Rules and Regulations for each violation of the Declaration, the Bylaws or
these policies. In addition to any assessment(s), owners and occupants shall be
responsible for the actual cost of damages resulting from violations.
4. Violation of Law: The violation of any law, statute or ordinance
shall be a violation of these policies. Premises may be used for residential
use only. If any residential unit were used for any illegal purpose or
activity, any applicable lease would be in default and could require eviction.
5. Rental Units: In the event a condominium is rented, the owner is
obligated to provide a copy of these Rules and Regulations as an attachment to
each lease and to include such language in such lease to bind lessee to these
Rules and Regulations. Failure of the owner, lesser or his authorized agent to
provide tenant with a copy of these Rules and Regulations does not absolve the
owner or tenant of the obligation of compliance with these Rules and
Regulations.
6. Combustibles: No propane, kerosene, gasoline or other flammables may
be stored or used inside any unit or on balconies and patios. Burning charcoal anywhere inside any unit is
strictly prohibited.
7. Cold Weather: During cold weather (temperature drops below 32
degrees), unit owners must ensure that their furnace is set to provide a
minimum of heat, to prevent water pipes from bursting.
8. Roaches, etc: Unit owners must ensure that unit occupants maintain a
sanitary lifestyle, and adequately apply pest control measures. Failure to do this, at Campus Walk’s sole
discretion, may result in the offending unit owner being charged for pest
control measures taken for the entire building, if pests are deemed to have spread
from that unit. Also, at Campus Walk’s sole discretion, fines may additionally
be levied against the unit owner for unsanitary conditions.
9. Appeal of
Assessments:
If the owner/resident wishes to appeal the assessment/fine, the appeal must be
handled as follows.
a)
A letter of appeal from the owner should be mailed to the Campus Walk
Homeowners Association,
b)
Upon receipt of the appeal letter, the owner or resident will be
notifies by phone or writing of a hearing date, at which time the appealing
party may have an opportunity to be heard and present evidence.
c)
If the owner does not appeal within 15 days of the initial assessment
date, the board of directors will automatically charge the assessment to the
owner’s account.
d)
If the assessment is affirmed upon a hearing, the owner must pay the
assessment within 30 days of the hearing.[i]
J.
CHANGES/REVISIONS
|
The Board of Directors may make changes to these policies
as it deems necessary and it holds its managing agent responsible for the
enforcement of the same.
